Good Character Requirement — Citizenship Translation 2026
More UK naturalisation applications are refused on "character" grounds than for any other reason. Here's how we translate police certificates, court judgments and regulatory findings, so your evidence tells one clear story.
The Nationality, Immigration and Asylum Act 2002 says adult applicants for British citizenship must "be of good character". Home Office caseworkers check character against a list. It covers crime, money matters, dishonesty, and whether you have followed immigration law. If you have lived abroad, much of your evidence is in another language. Without accurate translation, gaps and contradictions appear — and they can cost you the application.
What "Good Character" Covers in 2026
Home Office guidance lists eight areas where character is judged. Our translation work touches all of them:
- Criminality — domestic and overseas convictions, cautions, fines and pending charges.
- Terrorism and war crimes — past military or political involvement flagged by authorities abroad.
- Financial soundness — bankruptcies, insolvencies, unpaid tax abroad.
- Notoriety — well-known civil judgments, tribunal rulings, media coverage.
- Deception and dishonesty — findings by regulators or courts abroad.
- Immigration-related offences — entry breaches in the UK or elsewhere.
- Compliance with NHS charging — overseas debt-collection judgments.
- Sponsorship breaches — disciplinary findings against company directors abroad.
The Core Document: The Police Certificate
You need a police certificate from every country where you have lived for 12+ months in the last 10 years. UKVI calls this an ACRO equivalent. Each one must be translated into English. The layout varies by country:
| Country | Certificate name | Issuing body |
|---|---|---|
| Germany | Führungszeugnis | Bundesamt für Justiz |
| France | Extrait de casier judiciaire (Bulletin n°3) | Casier judiciaire national |
| Spain | Certificado de antecedentes penales | Ministerio de Justicia |
| UAE | Good Conduct Certificate (شهادة حسن السيرة والسلوك) | Ministry of Interior |
| China | 无犯罪记录证明 | Public Security Bureau (PSB) |
| India | Police Clearance Certificate (PCC) | Regional Passport Office |
| Brazil | Certidão de antecedentes criminais | Polícia Federal |
Spent Convictions and Amnesties
Some countries automatically "spend" or wipe minor convictions after a set time. So your police certificate may show a clean record even though an offence happened. But UKVI's own guidance still treats spent convictions under the Rehabilitation of Offenders Act 1974 as relevant to character, unless they are specifically exempt.
Declare what happened, then translate the rehabilitation
If you have a spent conviction abroad, the Home Office expects you to declare it on the AN form. When we translate the court judgment, we also translate any later amnesty decree, rehabilitation order or expungement. Together, those two documents are your good-character evidence.
Other Documents That Translate Into the Character File
- Foreign court judgments — civil or criminal rulings, including rehabilitation, amnesty and pardon decrees. See our court judgment translation guide.
- Regulatory findings — discipline rulings from professional bodies abroad (medical boards, bar associations, accounting bodies).
- Bankruptcy orders and insolvency rulings — many countries issue these through civil courts.
- Tax authority good-standing letters — proof that you owe no tax in your home country.
- Military service records — needed from some nationalities (South Korea, Turkey, Greece). They need translation if they mention disciplinary action.
- Character reference letters — when sponsors or employers abroad write them in another language.
What a Good-Character Translation Bundle Should Include
- A full translation of every police certificate, including any entries on the record.
- Translation of "nil" or "no entries" statements. Many people are surprised that even a clean certificate must be translated.
- The apostille or consular legalisation page, translated with the certificate.
- Every stamp, seal and signature kept as a labelled description.
- Your name spelled the same way in every translated document. UKVI will compare them.
- A certification page giving the translator's credentials, the date and a statement of accuracy.
Turnaround and Cost
- Single police certificate (1–2 pages): 24 hours standard, 4 hours express.
- Multi-country certificate set (3–5 countries): 2–3 working days bundled.
- Certificate + court judgment + amnesty decree bundle: 3–5 working days.
Frequently Asked Questions
Do I need police certificates from countries I visited only briefly?
No. The Home Office threshold is living there for 12 months in a row in the last 10 years. Short visits, such as holidays or business trips, do not need a certificate.
My certificate shows an old minor conviction that's spent at home. Do I still disclose it?
Yes. UKVI takes the view that telling them is always better than looking like you hid something. The translation shows exactly what the certificate says. Your cover letter to the Home Office then explains the background.
Does UKVI accept police certificates in languages other than English?
No. Every supporting document for a naturalisation application must be in English, or come with a certified English translation.
How long is a police certificate valid?
UKVI usually accepts certificates issued within 6 months of the application date. If yours is older, add a fresh certificate.
My home country won't issue police certificates to non-residents. What now?
The Home Office has a waiver process for listed countries where you cannot realistically get a certificate. We can still translate an embassy or consular letter that explains the situation. That translation goes in with your waiver request.
Does translation certification satisfy UKVI on its own?
The certified translation proves what the foreign document says. You may still need to authenticate the original with an apostille or legalisation. The two work together. One does not replace the other.
