Civil Partnership Certificate Translation for UK Visa Applications
Civil partnerships, PACS, Lebenspartnerschaft — overseas relationships come in many legal forms. UKVI does not treat them all the same way. Here's how to translate them correctly for a Partner visa, so your case is not judged under the wrong rules.
What UKVI Means by "Civil Partnership"
A civil partnership is a legally registered relationship. In most respects it works like a marriage. It comes from the UK's Civil Partnership Act 2004, which was amended in 2019 to include opposite-sex couples. For UK visa purposes, UKVI recognises "overseas relationships" that count as civil partnerships under Schedule 20 of the Civil Partnership Act. But not every overseas union qualifies.
The Three-Tier Test
UKVI classifies overseas unions as:
- Marriage equivalent — full spousal rights (most foreign marriages).
- Civil partnership equivalent — similar legal effect (listed overseas unions).
- Unmarried partnership — informal relationships with cohabitation evidence.
A certified translation must carry the original wording across exactly. That way UKVI can place the application in the right category.
Overseas Unions: What They're Called and How They Translate
| Country | Native Term | UKVI Treatment |
|---|---|---|
| France | PACS (Pacte civil de solidarité) | Civil partnership equivalent |
| Germany | Eingetragene Lebenspartnerschaft (pre-2017) | Civil partnership equivalent |
| Netherlands | Geregistreerd partnerschap | Civil partnership equivalent |
| Denmark | Registreret partnerskab | Civil partnership equivalent |
| Spain | Pareja de hecho (regional) | Varies — may be unmarried partnership |
| Italy | Unione civile (2016+) | Civil partnership equivalent |
| Japan | Partnership certificate (municipal) | Not legally binding — unmarried partnership at best |
| Argentina | Unión convivencial | Civil partnership equivalent |
| Brazil | União estável | Civil partnership equivalent |
Critical Translation Rule
Do not translate the native term as "marriage". If you do, UKVI may judge your application against the wrong rules. A French PACS translated as "civil marriage" would land in the wrong category. Translate the term literally: "civil solidarity pact (PACS)", and keep the original abbreviation.
What a Proper Translation Includes
A UKVI-compliant civil partnership translation covers every field on the original certificate. The key ones are:
- Parties' full names — in passport spelling, with native script in brackets if applicable.
- Dates of birth and places of birth — with era/calendar conversion if needed.
- Date of registration — the day, month and year must be clear (UK uses DD/MM/YYYY; US uses MM/DD/YYYY — translators should never guess).
- Registering authority — mairie, standesamt, civil registry office — translated with original term in brackets.
- Legal framework cited — which law the registration was made under.
- Any cancellation or amendment stamps — if the partnership was dissolved.
- Certificate number and issuance authority — fully reproduced.
- Official seals and signatures — described, not reproduced, in the translation.
Apostille Requirements
In most Hague Convention countries, you need an apostille on the certificate before you translate it and send it to UKVI. The apostille must also go into the certified translation. UKVI does not ask for it on its own, but the translator should translate it or refer to it.
Order of Operations
- Get a certified copy of the civil partnership certificate from the registering authority.
- Apostille via the country's MFA or designated authority (Hague countries).
- Send to certified translator — must translate both the certificate AND the apostille.
- Receive certified English translation.
- Submit to UKVI along with the original document and apostille.
Dissolution Certificates
If an earlier civil partnership has ended in law, UKVI asks for the dissolution certificate. It shows the applicant is free to marry or re-partner. Common forms:
- French PACS dissolution — convention de rupture or court order.
- German dissolution — Aufhebung der Lebenspartnerschaft court order.
- Dutch dissolution — beëindiging geregistreerd partnerschap.
- Brazilian dissolution — dissolução de união estável.
Each one needs a certified translation. Include it if your visa application covers a later relationship.
Common Mistakes
- Translating PACS as "marriage" — miscategorises the application.
- Translating "pareja de hecho" as civil partnership without checking regional law — some Spanish regions treat it as informal cohabitation only.
- Missing the apostille translation — the apostille itself is in the source language and needs translation.
- Date format confusion — especially for US-originated documents with MM/DD/YYYY formatting.
- Omitting the registering authority's full legal name — UKVI may question authenticity.
- Translating ceremonial text as if it were legal wording — for example, treating a German registrar's welcome speech as part of the certificate.
Frequently Asked Questions
Is my PACS treated the same as a UK marriage for the Partner visa?
A French PACS counts as an overseas civil partnership, not a marriage. For a UK Partner visa, you normally apply under the civil partnership route. It has the same financial and relationship requirements.
Germany converted our Lebenspartnerschaft to marriage in 2017. Which certificate do I use?
Use the current marriage certificate (Eheurkunde). The new certificate shows the conversion (Umwandlung). You do not need to translate the old Lebenspartnerschaft certificate, unless UKVI asks for your relationship history.
My Japanese partnership certificate is from Shibuya. Does it count for the Partner visa?
UKVI does not recognise Japanese municipal partnership certificates as overseas civil partnerships. They can support an Unmarried Partner application as evidence of your relationship. But they do not carry the same legal weight as a marriage or a PACS.
Can I use a marriage translation template for my civil partnership?
No. The certification wording is different, and so are the fields. Use a translator who knows civil partnership certificates — our templates keep the legal wording accurate.
Do I need to translate the consent declarations on my PACS?
Yes. The whole document must be translated, including the declaration section. UKVI treats the certificate as one piece, so a partial translation is not enough.
