Kuwaiti Documents Translation for UK Visa 2026

Kuwaiti civil documents are in Arabic. Most come from PACI (Public Authority for Civil Information). For a UK visa, every Arabic document needs a certified English translation. It also needs legalisation through the Kuwaiti Ministry of Foreign Affairs.

Kuwait has a well-run civil registry, managed by PACI (Public Authority for Civil Information — الهيئة العامة للمعلومات المدنية). All civil documents come in Arabic. That means birth certificates, civil ID cards, family registration books, and marriage certificates. Each one needs a certified English translation for a UK visa. Kuwait is not a party to the Hague Apostille Convention. So your documents must be legalised through the Kuwaiti Ministry of Foreign Affairs and then the UK Embassy in Kuwait City, before you send them to UKVI.

Key Fact: Kuwait Is Not in the Apostille Convention

Kuwait has not joined the Hague Convention of 1961. To legalise a Kuwaiti document for a UK visa, you first get it authenticated at the Kuwaiti Ministry of Foreign Affairs. Then you get it authenticated at the UK Embassy in Kuwait City. Certified Arabic-to-English translation is a separate step, and it applies to all Arabic text.

Key Kuwaiti Documents for UK Visa Applications

Birth Certificate (شهادة الميلاد)

PACI issues this in Arabic. It shows the name, date of birth, place of birth, and parents’ names. The translation must include the Arabic name and any English spelling printed on the document.

Civil ID Card (بطاقة الهوية المدنية)

This PACI card shows a civil number, the name in Arabic (and sometimes in English), the date of birth, and the nationality. Even when an English spelling is printed on it, UKVI still needs a certified translation of the Arabic text to check that it is right.

Family Registration Book (دفتر العائلة)

This booklet records births, marriages, and who belongs to the family. Spouse and dependant visa applications often ask for it, because it proves family links. It is in Arabic, so the pages you use need a full certified translation.

Marriage Certificate (عقد الزواج)

Kuwaiti civil marriages are registered with the Ministry of Justice. The contract is in Arabic, so it needs a certified translation. For Muslim marriages, the nikah contract may be the main document. You can register the marriage civilly as well.

Kuwaiti Nationals vs Bidun Residents

One issue is unique to Kuwait: the position of the bidun. These are stateless long-term residents of Kuwait who are not recognised as citizens. Their document problems are very different from those of Kuwaiti nationals:

Document TypeKuwaiti NationalsBidun Residents
Birth certificateFull PACI-issued birth certificateMay have a registration certificate but not a normal birth certificate. Some have no formal document at all
Civil IDPACI civil ID with full nationality fieldsA document from the Special Security service, if any. The nationality field may be blank or marked “undetermined”
PassportKuwaiti passportNo national passport. Some hold travel documents from the country they are said to come from
Translation impactStandard certified translation processThe translator must copy the “undetermined” or blank nationality fields exactly, and not guess at them

Bidun applicants find UK visas hard, because they lack standard civil documents. Talk to an immigration solicitor before you apply.

Frequently Asked Questions

My Kuwaiti civil ID card has my name in both Arabic and English. Does the English version on the card count as a translation?

No. The English spelling on a Kuwaiti civil ID is just PACI writing the Arabic name in Latin letters. It is not a certified translation. UKVI needs a certified translation from a professional translator, with a certification statement. Send both the original card and the certified translation.

How long does legalisation of Kuwaiti documents take?

The Kuwaiti Ministry of Foreign Affairs usually takes 1–3 working days to authenticate a document. The UK Embassy in Kuwait City varies, so allow 5–10 working days. In practice, the whole process takes about 2–3 weeks. Start it well before the date you plan to apply for your visa.
